About the Role We are seeking a highly skilled and detail-oriented Human Resources, Federal Compliance, and Contract Administration Manager to lead our HR operations and ensure full compliance with federal, state, and local employment laws, as well as federal contracting requirements. This role is essential in maintaining workforce compliance programs, upholding affirmative action and EEO standards, and serving as the organizational lead for federal contract compliance and reporting. Key Responsibilities Federal Contract Compliance & Administration Ensure compliance with FAR, DFARS, OFCCP, and other federal regulations. Maintain contractor compliance files, subcontractor certifications, and flow-down clauses. Prepare and submit EEO-1, VETS-4212, and Affirmative Action Plans (AAPs). Ensure compliance with labor law postings, wage determinations, and SCA/Davis-Bacon Act. Act as liaison with contracting officers and federal agencies during audits. HR Compliance Management Interpret and enforce employment laws (FLSA, ADA, FMLA, OSHA, ACA, etc.). Maintain and update employee handbook and compliance training materials. Conduct internal audits of HR, payroll, and timekeeping systems. Investigate employee complaints and coordinate with legal counsel as needed. Employee Relations & HR Operations Support recruitment, onboarding, performance management, and terminations. Lead training on harassment prevention, ethics, labor law, and federal contract responsibilities. Maintain accurate employee records and ensure compliance with retention policies. Reporting & Documentation Prepare and file recurring compliance reports (EEO-1, AAPs, VETS-4212). Ensure audit readiness across HR and federal contract functions. Qualifications Education & Certifications Bachelor’s degree in Human Resources, Business, Public Administration, or related field. Preferred: PHR/SPHR, SHRM-CP/SCP, or NCMA certification. Experience 5–8 years of HR experience, with at least 3 years in federal contractor compliance or contract administration. Experience managing audits, investigations, and federal reporting processes. Knowledge & Skills Deep understanding of federal labor laws and contracting regulations (FAR, OFCCP, SCA, etc.). Familiarity with flow-down clauses, wage determinations, and subcontractor compliance. Strong attention to detail, analytical thinking, and organizational skills. Excellent communication and leadership abilities.
