Job Description
Summary: Responsible for the coordination and implementation of all client-related activities associated with child care services, including new client eligibility and placement, re-certification of eligibility, changes in client information, collection and maintenance of client eligibility documentation, and termination of child care. Utilizes Workflow software to generate automated forms and maintain caseload. Also, performs quality assurance on client files and data entry.
Duties:
- Exercising discretion and independent judgment, communicates with parents to determine eligibility, a primary matter of significance to the child care program.
- Sends eligibility packet and explains the child care services program to parents.
- Maintains the waiting list when intake is closed for immediate placement.
- Reviews eligibility packet and documentation received from clients applying for child care.
- Uses documentation to determine eligibility, which can have a significant financial impact on the organization.
- Notifies ineligible clients of the determination and explains the circumstances that lead to the decision.
- Informs parents about all available options for child care arrangements based on the parent’s particular need.
- Counsels parents about choosing quality child care and their rights and responsibilities.
- Contacts providers to authorize care, giving the provider all of the needed information regarding care arrangements.
- Refers unregistered Providers to a Provider Specialist who sends the new provider a Regulated Provider packet and Regulated Provider Handbook to complete and return.
- Refers Relative Care Providers to a Financial Specialist who sends the Relative Provider packet, Relative Handbook, listing packet and 1st billing form to complete and return.
- Enters client information in various information management systems
- Conferences with Case Managers to set up care based on referrals from Protective Services and the Choices program.
- Contacts Case Managers as needed in regard to recertifications, absences, parent share of cost, drops and changes needed in child care arrangements.
- Redetermines client’s eligibility for continued care
- Makes all changes in the client’s care during the eligibility period
- Terminates child care when parent fails to provide requested documentation or becomes ineligible for continued service.
- Communicates with Choices Staff, child care providers, or parents calling in to drop children.
- Drops clients for nonpayment of parent share of cost
- Transfers children from one child care provider to another or from regular provider child care to self-arranged care
- Prepares incident reports for clients who fail to report a change in a timely manner or for clients that are no longer eligible.
- Grants and monitors job search extensions – Utilizing independent judgment, grants job search for up to four (4) weeks, if needed and adjusts parent share of cost, if indicated
- Compares various computer data reports for accuracy, consistency, and quality control .
- Prepares an incident report for recoupment of any money the parent may owe.
- Monitors various databases for inconsistencies that could impact eligibility or parent share costs.
- Prepares outgoing documents for clients, regulated providers and relative providers.
- Provides client referrals for social services resource programs and WFC as appropriate.
Minimum Qualifications:
- Education and Experience – Bachelor’s degree (BA/BS) or a high school diploma or GED with two (2) years of applicable experience.
- Knowledge, skills and abilities – Knowledge of social service management techniques, child care program operations, social services program operations or child care facilities operations is preferred. Working knowledge of computers and data entry is required. Good communication and telephone skills. Must be able to use telephone, calculator, copier and personal computer keyboard; sitting for long periods, repetitive work. Fluent Spanish speaking skills are preferred.
